Public property replaced some of the wharves & warehouses east of the Main Street Bridge. The betterments included the 13-story City Hall (today's City Hall Annex, denoted by the green arrow), the County Courthouse (red arrow), and a parking lot (yellow arrow). Other parking lots were later added in front of the City Hall and Courthouse, and after that came the Adam's Mark Hotel. In other words, the St. Johns River used to flow where hotel guests now lodge.
