Who's the man in jail?  The man who used to run the jail!  Here's a re-enactor playing Sheriff W. H. "Ham" Dowling of Duval County.  The photo was snapped at Mr. Dowling's tombstone.  The lawman proved popular during the early 1900s, yet this didn't save him from incarceration.  Mr. Dowling was charged with improper activities during his terms in office.  To make a long story short, the Sheriff didn't enforce Prohibition as he should have.  In other words, he didn't crack down on those who made liquor illegally, so he ended up in the pokey.  The lady in the straw hat is portraying his daughter during a rather petulant jail visit.  Do you think that the Sheriff might be rolling over in his grave?
