In 1917, these trucks served the water department for the City of Jacksonville. The front vehicle doesn't look much different than a modified buggy. Apparently, the men were working with pipes, as shown by the digging in the foreground. For more info, see below.

JAX ON THE HOOF -- A year before this photo, Jacksonville could boast of 28 public drinking fountains for animals. A fair number of residents still relied on real horsepower.
Among other responsibilities, the water department maintained the public animal fountains. The department inspected & cleaned each trough three times per month. Here are the intersections where some of the public animal fountains were located:
State & Main streets
Forsyth & Market streets
Ocean & Bay
Broad & Forsyth
Main & 11th
Spearing & 8th
Jessie Street & Florida Avenue
Myrtle Avenue & Kings Road
Dora Street & Riverside Avenue
Herschell & King streets (A private well supplied the water for this one.)
