The
National Register of Historic Places was created by the Historic
Preservation
Act of 1966. It is an official listing of historically important
buildings, sites, objects, structures, and districts throughout the
United
States. Properties receiving National Register designation may
have
state, local, or national significance. Listing in the
National
Register does not, in itself, impose any obligation on the property
owner,
nor does it restrict the owner's right to use the property in any way,
including the right to demolish a building. It does, however,
stimulate
the preservation of historic properties in several ways:
1.
The official recognition calls attention to the historic value of the
site
and thus encourages its protection.
2.
Federal financial incentives, including tax credits and matching
grants,
stimulate the restoration of historic buildings.
3.
Listing in the National Register provides limited protection for
properties
affected by projects that involve federal funding, licensing, or
assistance.
The National Register is administered by the U.S. Department of
Interior.
The nomination of Florida sites for listing in the National Register is
a function of the State Historic Preservation Officer, Division of
Historic
Resources. All nominations are reviewed by state officials, who
forward
qualifying nominations to the Keeper of the National Register in
Washington,
D.C., for final consideration.
To
be eligible for listing, a property must meet certain criteria.
It
must either be associated with historic events, developments, or
persons;
reflect important construction techniques or architecture; or possess
archaeological
significance. Generally properties must be at least fifty years
old,
but exceptions may be made for newer sites of exceptional importance,
as
well as contributing members of a historic district.
At
present there are over 66,000 properties individually listed in the
National
Register (over 1,000 of which are in Florida.) A neighborhood or
large area of historic or architectural significance may also be listed
in the National Register as a historic district. Florida has over
40 of the more than 5,000 historic districts nationwide, which include
hundreds of thousands of buildings that have collective significance
but
may not be individually important enough for listing.
Another
type of listing is a thematic group in which several eligible
properties
are related to each other in a clearly distinguishable way, but are not
located in close enough proximity to form a historic district.
Such
groups may encompass various themes, such as the major works of a
single
architect or buildings from a certain period of development.
